This plan is designed to ensure that gender equality remains a core principle within all climate-related initiatives. Why is this so important? Because climate change disproportionately affects women and girls, particularly those in vulnerable situations. Therefore, strategies to combat climate change must consider their unique needs and perspectives to be truly effective.

The Belém Gender Action Plan introduces vital considerations, including addressing health disparities, combating violence against women and girls, and establishing protection mechanisms for women environmental defenders – individuals who often face significant risks for their activism. It also acknowledges the importance of care work (often performed by women), promoting decent work and quality job opportunities, and ensuring socially just transitions to sustainable economies. And this is the part most people miss: The plan explicitly recognizes that women's experiences are shaped by intersecting factors like disability, Indigenous identity, rural location, and African descent, ensuring that no one is left behind.

What exactly is the UNFCCC Gender Action Plan (GAP)?

Think of the GAP as a detailed guide. It lays out specific actions across five key areas:

  • Capacity-building, knowledge management, and communication: Empowering women with the skills and information they need to participate in climate action. For example, training programs for women in renewable energy technologies.
  • Gender balance, participation, and women’s leadership: Ensuring women have equal representation and decision-making power in climate-related processes. This could mean quotas for women on climate negotiation teams.
  • Coherence: Integrating gender considerations across all climate policies and programs.
  • Gender-responsive implementation and means of implementation: Tailoring climate actions to address the specific needs and vulnerabilities of women and girls, and providing the necessary resources to do so.
  • Monitoring and reporting: Tracking progress on gender equality in climate action and holding stakeholders accountable. This might involve collecting data on the impact of climate policies on women and girls.

The GAP acknowledges that climate change impacts are not gender-neutral. Inclusive and equitable responses are essential for effective climate governance. Policies designed for climate mitigation (reducing emissions), adaptation (adjusting to climate change), finance, technology, capacity-building, and transparency must all promote women’s full, meaningful, and equal participation and leadership.
